Running 32bit in a 64 based PC problem? Need Help asap!

I bought a PC which needed a hard drive I was stupid and installed a hard drive with windows 8 32bit and didn't format just installed it and it installed windows on its own. This computer is very bugy has many bugs that It's Impossible to use without stress for starters the PC take a heck of time to boot at start menu and I have to wait like 30seconds after the lock screen pops up to put password because the keyboard doesn't connect nor the mouse until after around 30 seconds. It's very annoying now I can't open chrome or Firefox only I.E I have the windows 8 64 bit on my USB but I can't boot it from the bios I do the boot priority to usb but it takes me to the old windows and starts back to start screen. I managed to boot it once but it took me to some kind of fix mode. I can't format either please help me with this nonsense!!

1) It seems you bought a second hand computer, if so the parts might not be in the best shape.
2) Assuming you have a legal Windows 8 license, you can download the media creation tool from microsoft's website and use that to make a proper install disk for your system. After making the disk, restart the computer and enter the boot menu, then select your new install disk and follow the instructions for a clean install (you might have to go to the advanced install.
