To be specific: r9 280x and r9 290.
My specs:
CPU:i5-4670K
8G ram
Mainboard: Asrock Z97 extreme4(SLI/Crossfire supported)
PSU: seasonic 620w (80 Plus Bronze)
Should I upgrade my PSU too?

Solution
The R9 280X and R9 290 have totally different GPU architectures and you won't be able to crossfire them.

Although if you want a dual GPU setup you can go for a R9 280 or R9 280x instead of your R9 290.

As for the PSU in case you will buy another R9 280/280X I recommend this one :

EVGA SuperNOVA P2 750W :

So you say that the two cards have different GPU architecture but in http://www.amd.com/en-us/products/graphics/desktop/r9 it says that both uses the same architect ,GCN, or it is something else? btw, if I crossfire 280x/280 will it decrease performance of 280x or increase 280 to match each other? And the last question, is my CPU strong enough to unlocked the full potential of crossfire 280/280x or dual 280x?

Those 2 chips are different and you won't be able to crossfire them (reffering to the 290 and 280X).Idealy you should crossfire 2 280X's because if you go with the 280 the 280X will downclock and both cards will run at the lowest possible frequency (R9 280). Your CPU should be enough for your Crossfire config.
