Hai Robert Cook ,tq for answering my situation is when i open asus gpu tweak program ,it allow us to set our desire fan speed profile which is auto , manual and user defined , so when i switch to manual fan speed to test the fan , i noticed that if i set the fan speed to below 28% (0% fan speed to 27% fan speed) the fan totally no spin , once i set to exactly 28% fan speed , the fan start to spin , is it a factory design that the fan no spin between 0% to 27% fan speed , or is it faulty

That is what I am unsure of. it could be the software in the card telling the fans not to turn unless the temp is right, or the power is right. what happens if you try MSI afterburner? and as above, if it is set to 25% and the card breaks 60 or so, do the fans start spinning while still, at 25%?

seems faulty then. I would contact the company and ask about an RMA. they might know something about this that I do not and thus solve the problem.
