Watching live TV on my laptop

Hi,

I don't know how it is in other countries, but in Israel we have these "converters" that receive the TV transmission via satellite or cable (depending on which company you're on) and these converters connect to the TV.
I have one in my room, which looks like this:

(I have it so it can connect to the internet for a video on demand service, and as you can see it is not connected to any TV right now).

What devices can I use to watch TV in real time on my laptop? External TV cards? Video capture adapters? Is there a special software needed?
Can anyone recommend such a device, which will allow me to watch in a high quality? it doesn't have to be HD as I understand that will be very expensive.
I'm looking for something that will cost a maximum of 50$.

But I don't understand how it's supposed to connect to the converter, if all the RCA connections are female.

Depending on what those devices output, you need:
- a tuner card (something like http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=0&Order=BESTMATCH&Description=tv+tuner&N=-1&isNodeId=1) and software compatible with it (Windows Media Center was great, but you can use various other s)
- coaxial video capture card
- or an hdmi capture card

Unless you have a remote for that "converter", you will definitely need a TV tuner, but if it includes an internal tuner you'll need one of the two capture cards (though a TV tuner should work as well if it uses coax)
 
I down load the App form the cable provider e.g. Time Warner to watch on my tablet. I don't use a notebook but perhaps it would work on a notebook too. If that isn't possible maybe a USB2.0 adapter to connect the box via the RCA adapters to your notebook.

I'm not sure I understand your answer. I do have a remote - does that mean I don't need the first item on the list, the TV tuner?
Can you recommend a good video capture card?
