New 8gb stick reading as 4gb and unusable

Had a 8gb 1333hz DDR3 stick, decided to add another. Picked up another 1333hz 8gb DDR3, installed in RAM Slot 2, and my computer is saying that there is only 12gb of memory and 7.99gb is usable.

Is the stick bad?

Do both sticks work fine individually? If so would say it's a compatibility problem with the two sticks, it's never a good idea to mix DRAM, it can be and often is problematic. Could try raising the DRAM voltage to 1.55 and the CPU/NB voltage to 1.25 and see if that helps
