Is there an issue with using a psu that is too big?

I was planning on purchasing the EVGA SuperNOVA P2 750W 80+ Platinum Certified Fully-Modular ATX Power Supply, however my system will only use 250 W when it is first put together. I will later upgrade it to use 600 W. I have read that not using the full draw will hurt the Psu's efficiency, is this true? Are there any other risks?

Your system will only draw as much power as it needs, so you can use the PSU without problem, but the PSU will still draw more power from the wall than a lower wattage PSU will. So, besides lower efficiency, the only thing it will harm is your wallet.
