Really low framerates with new r9 390 and I've tried it all

Hey so last week was birthday and I bought an r9 390 to replace my old gtx 660. When I first but it in and installed the 15.7 driver, GTAV ran great. Then as I was switching games, the computer crashed. I read online that there were driver issues with 15.7, so I used DDU to uninstall, and then did a new install with 15.8. The crashing seems to have stopped, but I max like 30 frames in GTAV and the quality is bad too. Everything is maxed, but it looks like its turned pretty down. I tried Borderlands 2 and the quality looks good, but the frames drop to about 20 during combat. I thought maybe my FX-6300 was bottle necking the GPU, so I used afterburner and saw that it was getting pretty used up. Not always at 100%, but I thought I'd try upgrading it. Today my new FX-8350 showed up. Before I put it in, I put back in my old 660 and made sure that was still working. Once my PC was back in it's original working order, I put the new CPU in. Once I got that working and made sure it was working properly, I used DDU again to uninstall the nvidia drivers. I put the 390 in and this time went straight to the 15.8 version.

GTAV still runs terribly as does borderlands. I tried skyrim and that ran decently but it still seems like it should be better.

I used a power supply calculator to see if my PSU was too low, but I got a minimum of 525W and I have a 600W.

Here's my full system:
Mobo: msi 970A-G46
GPU: r9 390 8gb
CPU: FX-8350
PSU: Corsair CX 600W
Ram: 2 x 4gb ddr3
storage: 128gb SSD, 1TB
OS: WIn 7 64bit

Solution

yes, as the mobos would have different drivers

if you dont re-install or run fix installation you would get issues

I think we just found your problem. Corsair CX PSUs are well known for being poor power supplies. Furthermore, AMD recommends a minimum PSU of 750w for the R9 390, though many have found that a QUALITY PSU of 650w or more is adequate.

I'll look into getting a new PSU. Do you suggest any in particular that wouldn't break the bank? I've already put some money into getting this card to work and it's starting to feel like more than it's worth haha.

For a long term use, I'd suggest a EVGA. I got a EVGA 850W G2, which works great, you could get a lower power EVGA but try to fit it in the gold area still. EVGA comes with a 10 year warranty so it's made to last and powers up great.

Yeah I could probably swing that. The 600 watt is fairly new too so I think I may be able to return it and put it towards a new one. I may go to best buy today and see if they have some cause I really want to get this working today if I can. Do you recommend windows 10 like the above guy as well?

I think what he's talking about is the boost that AMD cards seem to be getting from DirectX 12. However, there aren't any actual DirectX 12 games out yet. I've upgraded a couple of machines to Windows 10. I like the interface, but I share some of the privacy concerns about the new OS. For now, I'd recommend staying away from it, but you'll probably want to take advantage of the free upgrade sometime next year, when there are some DirectX 12 games to play with.

Yeah the privacy issues were my main concern as well. But I heard those are being rolled back to previous OS versions anyway so I may go ahead and make the switch before it stops being free.

Okay so I ran up to best buy and huge shocker: They had a very limited selection. Anyway they had a corsair cx 750 and I know you said that was not the best line, but the guy said I could return it. So I went ahead and got it to test it. If it made it work, I would return it and get a better one with that wattage. Anyway, I just put it in and tried testing some games. Borderlands 2 still dropped to about 20 frames per second or lower during combat. And GTA is still not working either. Literally I have run out of ideas on what to do. I'm probably just going to look into returning the card. I'll just keep my new processor since that works at least. I was super excited about the card but now I just feel defeated haha.

I thought for sure your 390 wasn't getting enough juice. Troubleshooting is often a process of elimination. I did some digging on your motherboard, and (as Chris987 suggests) it can have some issues with your processor. See here for more info:

If your board is throttling your CPU that *might* explain the low framerates. I'm sorry you're having so much trouble with your new card. An NVidia will draw less power, but we seem to have eliminated that as the problem.

I don't know about the motherboard since it was doing it with my FX-6300 before I put the 8350 in. But thats the next step I suppose. I just don't understand why it was working well for a few hours with the 15.7 driver when I first put it in, and then haven't been able to match it since. I appreciate all the tips though guys.

I had your CPU and GPU with Win7 with 800 watt PSU. When I upgraded to Win10, frame rate and frame time got a huge boost. Win10 won't boost any iCore CPUs, only AMDs. For example, that rig had a big performance improvement with every games, but the most with Game Works games. Win10 boosted not only fps but also solved stuttering on AMD rigs. Every AMD CPUs users should upgrade to Win10.

That is curious. Before you try Win10, can't hurt to do another driver cleanup with DDU and then reinstall 15.7. You might even want to try 15.8 and see if there's any improvement.

Before purchasing a 800 watt PSU, I had a 500 watt. When I played games, pc crushed every 5 minutes. Then I downclocked the gpu with Afterburner and pc run well. So I upgraded the PSU and I solved it. I have an Asrock 980 mobo. I haven't had any issues with 15.7 drivers. I hope you will fix it because I'm enjoying a lot this rig and I hope you too.

the facts.

corsair cx series are mediocre at best psu but since they can output their labeled power and in this case 600w is enough for fx3850/r9 390

although windows 10 may boost performace on amd cpu that doest justify the crowling performace of such hardware with windows 7.

msi 970A - G46 is a mobo that cannot handle anything better than fx 6300 which is a 95w tdp cpu. 8core 125w tdp cpu like fx 8350 is well above its capability due to weak 4+1 vrm(voltage regulation module) (refer to overclock.net article i have linked)

so please guys stop misleading him.

try monitor cpu activity through temp core or whatever. you will see cores throttle at 1.5ghz resulting on gpu bottleneck and thus crippled performance.

since stock coolers are crap pair it with a nice after market one (ex thermalight true spirit 140mm) and boost your performance even further with overclocking.

so the purchasing order should be like this

mobo then psu / cpu cooler(since you will be overclocking) and then you could consinder switching to win10

Okay so I definitely need a motherboard for the CPU. But is that definitely gonna fix the gpu problem? Cause it was messing up with the 6300 before I put the 8350 in. And I have a 212 Evo cooler for my CPU instead of the stock cooler
