Low FPS on High end rig

Please forgive me for noobness on the forum. I'll try to give as much detailed information as I can.

ASRock 990FX Extreme3 AM3+ AMD
AMD FX8350 @ 4.0GHZ, 8 core, aftermarket cooler
XFX Radeon R9 390 8gb 512-bit
Crucial Ballistix Tactical 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900)
Thermaltake TR2 RX 750W PSU
1TB Western Digital HD
Windows 7 professional 64 bit
Avast Internet Security

The OS install on the HD is relatively fresh. Within a couple months. All drivers are up to date using Slimdrivers.

I just bought the R9 yesterday to replace my previous GPU setup which was 2x XFX Radeon 7850 2GB 256-bit in crossfire that I had recently dropped to a single 7850 to try to standardize my gaming

I am benchmarking using 3Dmark, on the fire strike test. On the graphics test I am getting around 40-60 FPS using default settings at 1080p with a score of ~11500.

However my physics test is averaging 10fps with a score of 3241. Max temps for CPU while benchmarking was 73 degrees C. Max temp for GPU was 71 Degrees C.

I am desperately trying to discover the bottleneck in my system. I feel as though my upgrade from my previous GPU set up was unnecessary as I'm seeing the same results as before. I have no obvious indicators as to the cause of my issues. Given my system specs I should be able to run any game on the market at 1080p over AT LEAST 40fps. With that said...i have issues with multiple games running below even 30fps. Examples include starcraft 2, GTA V, Far Cry 3.

PSU is unreliable? Based on what? It's highly reviewed and i've never had a voltage issue. HWmonitor confirms that. My computer doesn't crash...ever.

OC an FX 8350 8 core 4.0GHZ cpu? To what exactly? Research has proven that rigs with MUCH less processing and graphics power can outperform what I have.

Furthermore, price points dont matter to specifications. I spent over $400 on 2x XFX Radeon 7850 2GB 256 bit GPU's. My single XFX Radeon R9 8 GB 512-bit GPU has an updated architecture, double the memory, and double the memory bus speeds of my previous two GPU's in crossfire. And it COST LESS than what I paid for the older cards 3 years ago.

I need viable solutions to my bottleneck please. 15 FPS average at 1080p on GTA 5 with my rig is not "where you think it should be".

Conclusions

Thermaltake TR2 RX 750 W is, according to our methodology, a flawed product that must be avoided at all costs. It can’t deliver its labeled wattage at high temperatures, but this is not the worst of it: ripple and noise level are way above the maximum allowed when you pull 80% or more from the unit’s labeled capacity (i.e., 600 W and above), overloading your components (especially electrolytic capacitors from the motherboard and video cards), which can cause your PC to present an erratic behavior (crashes and random resets) and, under extreme conditions, damage components.

what cooler are you using. temps should constantly remain below 60c .!most probaly throttles at 73c!. mobo isnt great, however should be enough. does cpu cores remain at max speed while gaming? that game will really stress your system!

It's a low quality unit made by hec, and they been known to kill entire systems. You need to oc the cpu as it will hold the system back with its low single threaded performance. I suggest replacing the psu before overclocking.

As I told someone else, Physx relies only on your CPU, that's why my score with a new GPU is low on 3DMark and most games. Also it's a known fact that a Intel has a much higher physx score http://www.3dmark.com/fs/6022954, 12000 on a i7 4770k OC at 4.4 Ghz.

I'm not a fan of AMD anymore so I can't say how good your configuration should run. But I also have barely 33 fps on the Physx test with 3.5 Ghz and 45 tops with 4.5 Ghz, while my GPU can do so much more. So, yes, your CPU is drawing you back and maybe the PSU is a bit poor, but 10 fps?? http://www.3dmark.com/3dm11/5550584 this guy did 6815 Physx score.

Try downloading the latest Nvidia Physx, clean your old AMD drivers and reinstall a clean driver for your new GPU. Also that's a high temperature for a CPU using a non-stock cooler. Did you put thermal pasta on the CPU properly?

Word on the Internet is you -do not- want to go above 60C for your core temperatures (socket temp can go higher). Going over 60C on the core temperatures will result in damage. They also recommend you stay below 72C for your socket temperature.

Its beginning to sound like CPU throttling is your issue. Clean your current CPU cooler, decrease your overclock and/or voltage, or invest in a better CPU cooler, and you should notice improvements.

At least 4.5 ghz maybe even 5ghz to properly use that 390.

If you are hitting 70+ degrees then your cpu is most likely throttling

amd's have a much lower thermal envelope.


use amd overdrive to see your thermal margins.

Ok the consensus seems to be a weak PSU and perhaps too high of temps. I'll try to address those two and update with results. Thanks for the replies from everyone!

Anyone have any more recommendations for a good PSU for my setup? If I don't hear any i'll go with logain's suggestion of an EVGA 110-B2-0750-VR 80 PLUS Bronze 750. Im going to look for a new aftermarket cooler as well. I can't recall what I have, it was a hand me down from a rig meant to be absolutely silent for multimedia purposes so its possible it just doesnt have the cooling power a good (louder) cooler may provide. Would a CM EVO 212 be sufficient?

And thanks again for the replies. This has had me in a dark mood of helplessness for days...the help at least puts me on a hopeful track, and what you all say seems very likely what is happening. So again. thank you thank you!! I'll try to update ASAP with results.

The Evga B2 is a good choice. I would get a larger cpu cooler so you have plenty of thermal room to try and get a good OC on that cpu to help it keep up with that 390. For air cooling I'd get a Cryorig R1 for an air cooler, for an AIO get something 240mm or larger.

If you haven't cleaned/ de-dusted/ de-haired your CPU fan/heatsink recently, this could very well be the cure to your heat issues. I try to clean my system at least once every two months, and clean my dust filters twice a month -at least-. But its dusty here, and we have indoor pets.

I was sure to clean everything when I installed my new GPU a couple days ago. I think my temp issue is likely due to my cpu cooler being intended mainly for low decibels. I couldnt care less about how loud it is, i just want it to perform its job well.

Ok gang. New PSU And cooler are in and installed. Results are an immense SUCCESS! As I feared temps were getting too high on the cpu. I've been benchmarking and cpu is maxing ~45 degrees C. FPS on GTA V has tripled...have yet to try out anything else beyond that and 3dmark. No need really...it's been a resounding success. Thanks a ton for the help from everyone.
