New Build: PSU/Case fans spin, but CPU does not.

Hey guys, I just put a new computer together and it's not booting. I noticed that the every other fan except the CPU spins.

Specs:
i3 4160
G.Skill Ripjaws 1600Mhz 16GB
Asrock H97 Pro 4 (ATX)
Corsair CX430 (I used it on a different build and decided to move it over onto this one, so I know it works.)

Things I have tried:
•Reseating the RAM
•Triple checking all my wires
•Reseating the CPU Fan/Heatsink
•Tried different headers including a 2nd CPU Fan header

I have even tried putting the case fans on the CPU fan headers and it works fine. The CPU fan feels a bit more stiff than my case fans, like if I put a bit of pressure against my case fans they likely will do a full spin, but if I try on my CPU fan then it might do less than a quarter or about a quarter of a spin. Thank you everyone who viewed this, I hope that I can figure out this problem soon.
 
Solution
Take it off the anti static bag. Anti static bags are Faraday cages and only protect the stuff thats inside them. Outside the are conductive and will short the motherboard. It's possible you may gave damaged the board.

It doesn't boot at all. Though every fan except the CPU fan is working. I should also mention that I'm not using a computer case, its just on top of my motherboard box with a anti-static wrap placed under the board.

As for the anti-static bag, do you think it means that I would have to return it.

The second I took it off the anti-staic bag it booted. There was also a cord on the CPU near the CPU fan, once I removed that the CPU fan started booting properly too. Thanks, for the help to you and Cons29.
