Hey guys, I just put a new computer together and it's not booting. I noticed that the every other fan except the CPU spins.
Specs:
i3 4160
G.Skill Ripjaws 1600Mhz 16GB
Asrock H97 Pro 4 (ATX)
Corsair CX430 (I used it on a different build and decided to move it over onto this one, so I know it works.)

Things I have tried:
•Reseating the RAM
•Triple checking all my wires
•Reseating the CPU Fan/Heatsink
•Tried different headers including a 2nd CPU Fan header
I have even tried putting the case fans on the CPU fan headers and it works fine. The CPU fan feels a bit more stiff than my case fans, like if I put a bit of pressure against my case fans they likely will do a full spin, but if I try on my CPU fan then it might do less than a quarter or about a quarter of a spin.
