Motherboard damaged,Cpu overheating or damaged, damaged psu??

Hello,when I turn on my Pc my fans go on for about half a second then carry on in that loop until I keep my power button in. When I keep the power button in a blue light flashes a few times then goes off. Sometime it goes on for a while then switches off or It goes on and stays on with no problems....Do you have any idea on whats the problem??

is this a new build? and also can you give me the specifications of your system

Its a new build. My specs: Msi H97 Gaming 3, Corsair vengence 16Gb 1600MHZ,Intel core i7 4790k, Cooler master Gx2 650W, Gtx 780 Poseidon platinum and stock cooler.....I thought it might be my cpu overheating on start up because when it goes onto bios its alread about 45 degrees....

Could be a possible PSU issue. I'd recommending testing to to see. You could try using a diff PSU if you have one or doing the paperclip test
