Motherboard damaged,Cpu overheating or damaged, damaged psu??

Hello,when I turn on my Pc my fans go on for about half a second then carry on in that loop until I keep my power button in. When I keep the power button in a blue light flashes a few times then goes off. Sometime it goes on for a while then switches off or It goes on and stays on with no problems....Do you have any idea on whats the problem??

Give the specs. Especially PSU. Check if there are any short circuits..

Iv took my Motherboard out of my case and started the system so theres no short circuits..My specs are: Intel core i7 4790k,Corsair vengance 16gb DDR3 1600mhz, msi H97 Gaming 3 motherboard, Cooler master Gx2 650W and Gtx 780 Poseidon platinum.
