Hey guys. I'm going to buy a 500gb ssd for my PC. I already have a 128gb ssd inside of it and I'm looking to place it inside my laptop since it has an extra sata port. The version of windows 10 on my PC is upgraded from windows 7 but my laptop has a preinstalled version of windows 10. How do I go about the whole process. Also I don't want to do any migrations as I prefer doing a fresh install.

So, to verify the current configs:

Desktop:
128GB SSD
Win 10 upgraded from Win 7

Laptop:
HDD
Preinstalled Win 10
---------------------------------------
End state:
Desktop
New 500GB SSD
The same Win 10 Upgraded from Win 7 (but a clean install

Laptop:
The 128GB from the desktop, but with the original Win 10 install (probably clean install
---------------------------------------

So...
On the laptop, create whatever factory reset DVD's it lets you make (this is for 'just in case')

Building the Desktop:
Download the MediaCreation tool from MS here: https://www.microsoft.com/en-us/software-download/windows10
Create a DVD or USB install
Remove the 128GB from the desktop
Install the new 500GB SSD
Boot from the install media you made, and inntall the OS on the desktop
On activation, it should pick up the needed info from the motherboard and the MS servers and install

Building the laptop:
Remove the existing drive
Install the 128GB SSD
Boot from the install media, wiping out all partitions on it
Install the OS
It should pick up the license from the BIOS and activate no problem
If it fails, you have the fallback option of the Factory reset DVD you made earlier.

I left one part out. Both my Desktop and Laptop have 1tb hard drives in them.

I don't think it would be an issue since the laptop I bought has an extra SATA port. The manufacturer didn't include a dvd drive so I can place it there.

OK, no prob.
So, when you do the install, have ONLY the SSD connected.
This goes for both machines.

One more question. Do I have to make the installation media twice; once on my desktop for my desktop and once on my laptop for my laptop? Or will my usb boot device work for any computer I plug it into?

No, just the once. The install media is universal (mostly) The license or Upgrade info is what counts.
