sorry, I don't know what category for PSU's. (my questions come from and refer to the
"PC Power & Cooling Silencer Mk III 750W 80+ Gold Certified Semi-Modular ATX Power Supply", also is it a good one? I'm trying to replace my old PSU for my gaming rig.) I don't know what its referring to when it says "Tier 1 PSU." and what is "80Plus Gold certified"? And lastly, what is ATX12V v2.31 Compatibility? I think know ATX is a mobo's size and a size a case can fit.

The different Tiers refer to the quality of the power supply. There is a list of power supplies separated by Tier here in the Tomshardware forums.

Tier 1 is considered the best of the best
Tier 2 is considered Excellent
Tier 3 or less is something you should avoid if possible.

one more question for anybody willing to answer. sorry to make a cluster and mess of questions: is it ok for my video card to have fans facing down in the phantom 410 case?

The 80+ certification, in a nutshell means it's certified to give out at least 80% of what it pulls from the outlet (so a 250W PSU that,s 80+ will pull 312.5W from the wall in order to provide the 250W to your PC consistently.)

80% bronze will pull around 295W from the wall (approx 85% efficiency)
80% silver will pull around 288W from the wall (approx 88% efficiency)
80% gold will pull around 278W from the wall (approx 90% efficiency)
80% platinum will pull around 272W from the wall (approx 92% efficiency)

The Tier list has been devised from well respected reviews/reviewers regarding the actual quality of any given PSU.

An 80% bronze will be approx 85% efficient as far as input/output, but some present different hazards due to build quality.

Essentially, no 2 PSU makes/models are created equal. Just because something is 80+ bronze/silver/gold/platinum, doesn't mean it is a good quality, worthwhile PSU. Hence the Tier list.
 
Gpu fans will always face downwards in a normal atx case. Atx is a form factor for the mobo, psu and case. The psu atx specification is a bit more involved. There's the dimensions of the psu, the connections types like how many pins and pin shapes, as well as power of the connections and even the power distribution, 3.3v, 5v, and 12v. The different revisions is less of a concern since any atx psu will work with any atx mobo. It's just like better efficiency and internal design improvements but that hasn't happened in awhile. 2.31 is the latest and that was way back in 2008.

The one in your original partpicker was difficult to tell (as SuperNova B2 is a Tier 1) as it was just listed as an EVGA B2.

Following the links through to NCIX or NewEgg though, and yes, it's the EVGA SuperNOVA B2 750W, semi-modular.

It's a tier 1. You should be good to go.
