Abnormally high pings in games but download speeds are fine

This is a problem I usually only have when there's multiple devices using the internet but it's currently 2:30 AM with no one else on, yet I still am having issues with my ping.

Things I've done so far:
1) Re-install network drivers
2) Reboot PC
3) Restart the router
4) Do a speedtest using another device (same problem)
5) Reset the router

If it helps, here's a screenshot of a ping test to the League of Legends Oceanic server located in Sydney I did on command promp using: ping 203.174.139.185 -t

This is pretty accurate. It goes down for a few seconds and then spikes up to 700+

Any help is appreciated.

You could try tracerouting to see where you start getting high pings. It could be simply an ISP issue, it could be just because you are on wireless(if you are), it could be SNR to your modem.
Do a traceroute, you can google the process. Try hooking up via Ethernet to a LAN adapter and retrying. If you are able, try checking the web interface for your modem, or calling your ISP and asking them if they can check your modem for connection issues because you are receiving high ping times.
