How do i fresh install windows 8.1 from a USB flash drive?

I don't know how to fresh install windows 8.1 from a USB drive. I downloaded the two files that you are supposed to use but when i plug into my new PC it just says disk failure though i am trying to boot from USB. HELP!

I have now just turned my USB stick into a bootable windows 8.1 device, but when i enter my product key then click download it says no load drivers can be found... How do i fix?

Try a different USB port. Some machines will not boot from a USB 3 port.
What is the exact error message?

It says: No signed device drivers were found. Make sure that the installation media contains the correct drivers, then click OK.

Well, let's back up a little bit:
Where did the Windows 8.1 install come from?
How, specifically, did you create the USB install media?

I downloaded the windows 8.1 install from windows then inserted it into my new PC. I did not put the install media on as when i tried it wouldn't make a difference.

So, to be clear:
You downloaded the Win 8.1 ISO file from Microsoft, correct?
How, exactly, did you put it on the USB?
