"Windows 7 failed to start" error

I got the error "Windows failed to start. A recent hardware or software change might be the cause." when turning on my PC just now, I selected to start normally and it worked. I didn't install any new software or add new hardware. I still seem to be able to access files from all of my devices and nothing seems to be behaving differently so far. I have not restarted my PC since, will do a backup.

Should I worry? What could have caused this? Thanks in advance.

Try booting up your PC without any USB's plugged in.
If that doesnt work make a recovery partition on another Windows 7 machine.
Control Panel -> Backup and restore -> in the list on the left it says "Make a recovery partition."
 


No it doesn't - - take a look for yourself - it says no such thing.
