Upgrading parts or whole PC?

I've been using my computer system for approximately 7 years. I've updated various parts off and on, but something keeps eluding me. My PC has begun running slower and slower and I am not sure what to do.

Specs:
Gateway DX4200-09
AMD Phenom 9100e Quadcore Processor 1.8ghz
8gb DDR3 1600 RAM
Nvidia GTX 760
Windows Vista OS

Those are the basic specs on my PC, and it has gotten me where I need to be throughout these years. I am wondering if I should upgrade the Motherboard/CPU to something in the i5/i7 range or scrap the system and create a brand new one.

I primarily use the system for school work and gaming, but gaming has been a challenge lately as the system will get random lag spikes off and on making it almost unplayable. I would truly like to fix this portion of it if at all possible.

I would eventually like to upgrade to windows 7 or 10 and add an SSD to my PC as I feel this would assist me without having to upgrade the whole system.

I've run various programs and disc cleaners/malware/spyware etc in an attempt to clean up the system.

If you have any advise or recommendations it would be greatly appreciated.

Would doing something like this increase my performance and make it so the PC will stop "lagging"? If I go with that motherboard and chip set, would i need a bigger case as this one is a mid?
