no display signal - ram or motherboard issue?

I get no display signal when booting up - but it seems whenever I modify my two ram sticks (take one out, move them around to different slots) it will boot up like normal just fine until I do a shutdown. (next start up will not have a signal again) Bad ram or motherboard slots?

So after extensive testing - each ram stick is OK according to the windows ram diagnostic; I have set everything in the bios to ram manufacturers settings (voltage, timing) and i'm still stuck. Oddly enough, it will fire up fine with ONE ram stick in - seemingly in any slot but ONLY if it was not previously in that slot. So if put it into slot 1, it will boot up fine. If I shut down, then it will not boot up again. If i move that stick to slot, boot up...and so on. Certainly the board is hosed?

Also once, got stuck into a reboot loop with a stick in the first slot. (it would never boot up, just power up and try to reboot on it's own constantly maybe after about 10 secs)

They are from the same package. And this system has worked well (minus occasional blue screens of death that I couldn't fix - 'driver_IRQL_NOT_LESS_OR_EQUAL(netio.sys)) since I built it in Feb. Then one day I fired it up and had no display.

Wow this is nuts. After RMA'ing my motherboard (which is completely fine) I got a PSU tester and determined my PSU was bad. Got a new one (tested it before installing) and now when I fire it up I still get no display and it's in an infinite reboot loop. (after about 20 secs it always reboots) Really have no idea here....
