Noob needs help with an extremely low budget gaming build.

So I want to start off with a question, then ill get to the details. I play games casually, perhaps 15-20 hours per week. Mostly single player games, and World of Warcraft. I play on satellite internet (awful, i know, its all I've got other than dial-up :( ), and want to make sure that internet speed has nothing to do with overall frame rate/graphics. It doesn't, right? I'll still lag (latency lag), but i want to lag while looking at a decent amount of frames, ya know?

Anyways with that being the first big question, ill get to what I want, and my budget. I'm gonna build my own PC, it seems like it would be a rewarding experience, and form what people say its really easy these days. I'll have to buy all my parts online, and I DO NOT need any peripherals in this price range, this is for the internal components+case only, I can work out a mouse/moniter/keyboard/speakers etc.

Budget is around 600-700 $, I know its not a lot, but its what I've got lol. Like I said, I dont need anything fancy, I just want to be able to run some simple games on settings other than low. The current pc I'm using isn't a gaming machine at all, and even at low settings i get terrible frame rates and horrible distance rendering.

I plan on getting the parts over the next month or so, idk if that matters or not with such a low budget, but I thought i'd include the purchase window anyways.

I'm pretty much as new to this as you can be. I've done a bit of reading and I think I have a basic understanding of what ill need, and how components work together, but as far as requesting specifics, I have no idea other than to tell you that I need the minimum for running some simple games, on (hopefully) average/high settings (def. not ultra or anything like that). One more question: what can I expect out of games in the 600-700$ price range? Anything better than what i'm currently dealing with is good with me, i'm just curious.


AH I forgot to mention, I also need an OS with that budget, anything will do, windows 7, or w/e, it doesn't matter to me in the slightest. I hope my questions make sense, if you have any questions AT ALL feel free to ask, i'll respond as quickly as possible. Thanks

Thanks! Any idea about the latency question in the op? Are frames/graphics affected by slow internet? I wouldn't think so, but who knows:??:

If you have another system with windows 7 on it you can save money on the operating system if you can find an iso or disc for windows 7. The keys on the systems from the big manufactures are never used, so if you never reformatted your drive or anything your code is still waiting to be activated.
