Disk Management Error

Hey! So I bought a 750 GB Western Digital hard drive for storage b/c my MAIN hard drive only has 160 GB. I went into disk management to allocate/format it. But I'm getting the error code...
"The operation failed to complete because the Disk Management console view is not up-to-date. Refresh the view by using the refresh task. If the problem persists close the Disk Management console, then restart Disk Management or restart the computer. "
... I just updated all of my software and restarted my computer (several times) but I keep getting an error. My OS is windows 7 64 bit. Is there any way to get around/solve this?

Also. I have installed Data Lifeguard Diagnostics from WD and it says my drive is fully functioning.

Tried using DiskPart and was able to create partition but not simple volume b/c it says the disk is not dynamic. When you try to convert the disk to dynamic it says "not supported by current version of windows" and without selecting the volume I can't format it.

Is there third party software I can use to format the disk so I can bypass windows??

Seems like you might want to check your motherboard manufacturer's website for any SATA/chipset driver updates or use the Drivers' pack that came with the mobo, instead of those from Windows Updates. Try assigning a drive letter to the HDD, it would again require you to re-format it: http://products.wdc.com/support/kb.ashx?id=Schm9f
I'd also try to initialize/format the drive from a different computer and see if that will work.
