Graphics Card Issue: R9 290

Hi, I'm currently having some issues with my R9 290. I try to play games like Mortal Kombat X or GTA V. On Mortal Kombat X, I experience extreme stuttering, my GPU usually handles MKX pretty well, but now the frame rates are just unbearable. On GTA V, I would experience terrible rendering and frame rate issues. I checked my graphics driver and restarted my computer, still with no luck. Before today, I have never been experiencing such problems, last night it worked fine. Also, when I play games, my GPU fan speed increases, but I don't see that happening anymore. Any help is much appreciated.

Have you made any hardware or software additions/changes in the middle of when this happened? Software updates?

Also, can you monitor your thermals for your GPU/CPU while gaming to see what they look like as you're experiencing this issues and post them?

I haven't changed any hardware or software when this happened. I don't recall any updates either. I checked my thermals and when not gaming, are around 41. When gaming, I reach up to 65, but my fans do not start to increase in speed. I just tried the firestrike benchmark, and it worked fine on the first graphics test, however, when I reached the physics and the combined tests, they were waaaaay to low. Like, 4 fps low. During the physics and combined tests, I heard some sort of clicking coming from my computer, which I think was the GPU fans. It seems like they were trying to increase in speed but something wasn't letting them. The test ended up crashing and giving me my unnaturally low results for my specs.
 
It's hard to analyze your results as the 65degC seems too low to cause throttling though it MAY be that you need to monitor the temperature more closely.

What is the GPU temperature and frequency at the point the performance starts to suddenly go way low?

Without further info it sounds like a defective GPU fan which is probably what you suspect.

When playing Mortal Kombat X, my GPU temps are around 51 degrees and GPU Core Clock is around 700 MHZ while memory is 1350 mhz. MKX isn't as demanding as my other games and it takes forever to load GTA V.

What I did was go to Catalyst and check for updates, it said that they were all up to date. After that, I went to device manager to double check and checked for updates again, still saying that it was up-to-date. Finally, I uninstalled then reinstalled the drivers still with no luck.
