New pc build no signal to monitor

I made a new pc and there is no signal going to the monitor i have tried the gpu on a friends pc and its works and no cpu pins are bent the hard drive and optical drive are working all fans are on and everything the screen just wont pop up no signal plz help

Case: enthoo luxe
Cpu: fx 8320
Cpu cooler: corsair h80i gt
Mobo: asrock 990fx extreme 3
Gpu: xfx r9 280x
Psu: supernova 850g2
Storage: segate sshd 1tb
Ram: ripjaws 2133 16gb(2x8)
 
Solution
Some ASRock motherboards require you to go in to BIOS Setup and change the location of the GPU from "on board" to "PCI Express".

If you don't do that the system will continue to send video output via the on board graphics chip.

On other motherboards the switchover is done automatically but on my ASRock board I had to switch it over as described above.

My bios wont even pop up though it's just a black screen and i was reading the the fx8320 cant support 2133 but people said it should downclock could that be my problem and i also breadboarded and it still didnt work
