Windows will not start after installing drivers

While gaming my computer suddenly froze and forced me to restart it. After restarting everything was normal however when Windows got to the welcome screen there were strange horizontal lines across my screen underneath the mouse layer. The boot wouldn't get past this point as after this would load the computer would go to a blank screen.
Booting in safe mode works and would also allow me to boot into normal mode once I uninstalled my video drivers. However Windows would download the drivers for my graphics card and after restarting the problem would occur again. Any help would be very appreciated, thanks.

The card is a R6850 CYCLONE 1GD5 PE, im really hoping to not have to replace it. Thanks again, alec.

Try this. Install ddu and select amd. Then select clean and shutdown (for new graphics card). Take the gpu out of the pci slot and make sure it's clean. Place it back in and boot the pc. Go to amd's website and make sure you download a fresh set of the latest drivers available. Then install. Should be working now.
