my cpu reach 100c in xtu stress test ,with aftermarket cooler ,how ?
the total tdp is only 115w,and my 4.7ghz OC locked at 4.50,4.60,4.50,4.60 keep increasing and decreasing

i usually do an oc test on xtu before then apply it on bios
Vcore:1.460V
cache:4.2ghz
multiplier@1,2,3,4 active core:47X
turbo boost power max:180w
core voltage:adaptive ,locked on 3.4-4Ghz with static

is this the cooler not good enough or i'ts not installed correctly ?

I think you have a way to high cpu voltage! I would personally not go over 1.3v for everyday use. If you required such a high voltage to get a 4.7ghz oc I think your cpu sample does not OC very well (bad luck...). That would definitely cause overheating. So downclock to a safe level (maybe even leave it at stock?). Also, you didn't mention which cooler do you have.

Solution
That is a good quality cpu cooler, and should keep temps in check with a correct OC. You can change the thermal paste just in case, but my initial advice remains. Don't overvolt the cpu, that would cause overheating and could significantly reduce it's lifespan. You may have got a bad cpu sample so downclock is the best way to go.
