my specs are i3 4160 r7 265 8gb ram
i can run witcher 3 on high 60 fps on 1366x768 and most other games on ultra except gta v and watch dogs ..the gpu usage in them is always under 60% and cpu is always 80% and 100% sometimes even on lowest settings.. and i aso tried 1080p but no difference

Solution
If your friends have the exact same hardware and drivers, and getting better performance then their ingame settings are different than yours.

I happen to be a great fan of both games and I have run them both on a i5-760 /(gtx760 and with an i7-5820K / gtx 980, so I know they are very demanding. I actually upgraded because of games like these. Eventhough you easily can get 50-60 fps with the first rig and the right settings, you can't avoid random fps drops and stuttering due to the lack of threads. Also you have to compromise a lot on the graphic side.

Gta v is so demanding that even with the Haswell-E system I can't run everything on full settings, this is especially due to the grass function which litterally suchs all energy out...

Gta V and Watch dogs are both very cpu and gpu intensive, which means that if you have the latest drivers installed, your hardware isn't strong enough to support the ultra settings.

For optimal cpu performance you need at least four full cores like an i5 or i7.

To be able to go ultra on both games, you need between 3 and 4 gigabyte video memory.

Your 8gb of system ram should be sufficient, but you need a better cpu and gpu for 60fps performance on ultra with these games.

You can check out these links: http://gamegpu.ru/action-/-fps-/-tps/grand-theft-auto-v-test-gpu-v-3.html
and
http://gamegpu.ru/action-/-fps-/-tps/watch-dogs-test-gpu.html .

Here you can see a similar i3 performance and r7 performance, and how high you need to go up before you will get a satisfying performance.
Best of luck

but what i see on youtube and this site is a different performance http://www.techspot.com/review/991-gta-5-pc-benchmarks/page2.html

even on a friends rig with nearly the same specs he gets better performance
i should get 60fps on medium or high while i get 35 on low and only on those 2 games not even witcher 3 or arkham knight

Gta v is so demanding that even with the Haswell-E system I can't run everything on full settings, this is especially due to the grass function which litterally suchs all energy out, I never have it above high. If you look at the dog, then you will see that its' fur is rendered hair by hair. Have a look at this site, where they explain graphic setting and performance impact. http://www.gamersnexus.net/game-bench/1909-gta-v-graphics-optimization-guide

Watch dogs is a bit of a different story, because that game has had some serious driver issues, where its' performance is capped at 30 fps. If that's the issue I recommend you try some older drivers if it doesn't Work with the new one. Then again I will say that due to your 2gb graphic Card you cant go above medium setting, if you want a fluent gameplay.

I can see that the i3 gets nice fps in the techspot test, but it has been paired with a Titan x graphic Card, one of the planets most powerfull graphic cards. If you go back to normal setting you will see, that the r9 270 gets 52 fps, and thats with an i7-5960x (the octocore with 16 threads)). At the same time you have to be aware that these numbers are average, so it doesn't tell you how often og far it will dip below the smooth gameplay threshold of 40 fps. If you look at this metro last light test, you will see that your card spans between minimum 35 and max 57 on medium settings: http://www.tomshardware.com/reviews/radeon-r7-265-review,3748-5.html

My best advice is to look at the optimization guide, if you want a better gameplay, with your current hardware.

All games are running on a different gameengine, which means that some of them are very cpu dependent and others are more gpu dependent. The're also those which are just very bad optimised for pc. Either way you will experience very different gameperformance depending on which game, you are playing.

I do find it odd that you can get 60 fps on high ultra in witcher 3. According to this test, http://gamegpu.ru/rpg/rollevye/the-witcher-3-wild-hunt-v-1-04-test-gpu.html , you basically need a titan x and a octocore for achiving something like that. However, everything is relative, and it might be possible, if you are running on a low texture setting.

i3 > C2Q. But yeah, a dual, even with HTT, is going to struggle in some games. Those two in particular are more CPU dependent then a lot of games out there, like Witcher 3, which is very CPU agnostic.

The i3 lineup is *technically* a quad core as far as the OS is concerned, due to HTT. And there's never really any technical reason to force a certain number of cores; the CPU can either do all it's required work within a certain time, or it can't. Most of the workarounds just involve a small hex edit to force all the threads onto one or two CPU cores.
