Noctua are known for quietness. I own one and it is pretty decent. I just recommend getting something that runs at 1200rpm or less.

i had a Scythe 140mm that came with my Orochi cpu cooler. i couldn't hear that thing unless my ear was within an inch of the hub. didn't push much air, though, and only worked in certain orientations. it was 800rpm, i think. or maybe 500rpm.

I have a Scythe Gentle Typhoon 120mm 1450rpm and it is amazing. Unfortunately, they don't make it in 140mm otherwise I would have bought one. Instead I got a Noctua 140mm 1450rpm one. It pushes a ton of air but once to 1450rpm I can notice it. But it is excellent.
