The Sapphire Tri-X, Vapor-X and the Powercolor triple fan card are better but very large.
Newegg reviews seem mixed with some saying the DD is good, others saying it's not so good, but TBH anything is better than the reference cooler.
Bear in mind all these coolers are highly dependant on good case airflow to work well, at least dual 120mm front intake and dual top/rear exhaust fans are needed to shift the R9 290s heat, something that's especially important if your system has a 'FX' series AMD CPU.
