There are no bottlenecks with the 4th gen i5. 16gb of ram is not needed for gaming, 8 gb is enough.

What are your full specs? Phenom IIs span a wide gap, the higher end models are enough for a 270x/280/760

An OC would help out for the time being, though your motherboard is not great for said OC.
Are you doing mainly editing and emulation? Or do you do normal gaming as well?
If its the former, you can change the CPU to an Xeon 1231v3 and drop the GPU to something like a 750TI, 950, or 960.

I am doing gaming but nothing really demanding just pre 2012 games right now. I usually play at 720P cuz of the stock cooler I am afraid it will damage it if I go any higher with the cpu it gets very hot after the 2 hour mark running games like fallout on high settings.

I would stick to the i5 then, keep costs down while maintaining a very nice graphics card. The Xeon has nearly the same single core performance as most i5 and i7 processors (its a 4770), so if you dont need the extra threads its not necessary.
