Problem with port forwarding

I've being trying to port forward a simple port a long time ago...

But always got a problem, and this time don't know what to do.

When i go to "http://canyouseeme.org/",
and check a "locked port" show up:

Error: I could not see your service on XXX.XXX.XXX.XXX on port (xxxx)
Reason: Connection Refused

When i try to check a port forwarded show up:

Error: I could not see your service on XXX.XXX.XXX.XXX on port (xxxx)
Reason: Connection timed out

And in the program "Simple Port Tester", that check your internal ip forwarding, seems alrightt

Your ISP almost certainly DOES block ports, just not the ones you are probably going to be using, most of the ports in the thousands are typically fine. You probably didn't forward your ports properly on your router.

You have a Local IP address, and an external IP address. port forwarding is basically set to forward all data sent to X port from external IP to X port to internal IP. Make sure you set it up correctly on router. Copy your router settings here. Also verify on your router that you ENABLE that rule, some routers will save the settings as a disabled rule and make you then also check enable.

Just include the first 2 sets of numbers in your external IP, that won't give anyone anything dangerous, and including your full...

Once it happened to me, i had plan with normal ip etc and i was wanting to have server that everyone could come without any hamachi etc. I found info that isp can make your ip external so port forwarding is enough to let people join to server.
I changed plan and there was written ( If you choose this plan external ip will be too ) So i asked them to change and they changed so now i have external ip.
If you did your port forwarding good and still not working then call your internet provider and ask them.
