I am having trouble playing games at steady 60 fps with my GTX 660 OC.

My OS is Windows 10 Pro 64 bit and I am using a GTX 660 OC with the latest NVIDIA driver. I started to have this issue earlier this week with the 355.82 driver and even installing the 355.98 driver has not fixed this issue. The issue is that the games run at 60 fps then drop to 30 or below. And when I head back to my desktop by pressing the windows key and then click on the game's icon in my taskbar, the fps goes back up to 60 for a while then drops back to 30 or below. Could this be an issue with the latest NVIDIA drivers? Also, the games I am talking about are GTA V and Metal Gear Solid V: The Phantom Pain.
 
check your game profiles aren't set to optimized in the gforce experience.
if they are de-select them.
open the nvidia control panel click restore. apply.

now retry your game.
in game
check your gfx profile hasnt been set to auto.
if they are reset them to your preferred options.
