Depends what GPU you have now. If your current one is struggling to play current games, don't wait another year, just buy whatever is available now. Now, lets say you have a GTX 770 or R9 280x or another GPU you will be comfortable using for another year, I would say hold out for another year.

I really hope to see some decent steps forward next year. We've been stuck on 28nm graphics cards for like 4 years, and next gen will see 14/16nm cards which is effectively a double die-shrink. It's also the year of HBM memory beyond just AMD's top tier cards.

As @modernway99 says, if there are games you can't play now then you're probably better upgrading right away. But if you can hold off, we should see some really solid cards next round that would be worth the wait.

In answer to your other question, we still haven't seen any PCIe4 boards released, so next years cards will almost certainly still be on PCIe3 and will be fully compatible in any machine that has a PCIe3 x16 slot (or PCIe2 x16 slot for that matter).

No pascal will continue to use PCIE on PC. Nvlink is for HPC use. The tech was created to address PCIE weakness in HPC system. So Pascal will not going to need new mobo. Using connector that only exclusive to nvidia that would kill their sales instead of using universal standard like PCIE.

So far there is no information from nvidia that nvlink will be useable on non HPC system. But that's not going to stop people from speculating. The way it is the only way nvidia can apply nvlink to regular pc is improving their Sli tech with it. That's it.

Buy now. I never believe in waiting for new technology unless it has a solid release date that is soon. Only thing I've heard about Pascal is that it's slated to come out in 2016. Buy a card and enjoy. When Pascal finally comes out and if performance is everything that it's hyped to be, then you can simply sell your card. I sell my obsolete tech on Ebay in 24 hours or less and it's a very small hassle.

Sold my GTX570's SLI and bought a second hand GTX970. Couldn't be happier.

Don't get over excited over Pascal. There are a few Nvidia fanboys running around this site claiming 5 Kabillion times better performance with Pascal. Until I see it I won't believe it. Nvidia Overhype their products just as bad or worse than AMD.
Like Intel claiming Skylake is a game changer. Nope just a 5% increase over the 4000 series and a slight decrease in performance from the 5000 series.
