when i install fresh copy of windows 8.1 since i dont have my mobo cd anymore do i have internet access right away when i install it or are drivers neccesary?
You can download any drivers you need you don't really need that motherboard CD, windows has a generic network driver built in that will allow your ethernet port to work with it.

yes but when i was installing windows 7 a few years back i needed to put the cd in because my internet didnt work

Then I would recommend finding the network drivers you need before re-installing windows and downloading them to a USB stick so they are available during install if you need them.
Go into network settings and find the make and model for your adapter, and search them on google and download.
