I need 250-300 stable fps on low settings...which is better?
GTX 960 msi 2gb
GTX 960 msi 4gb (some ppl says don't buy 960 with 4gb)
GTX 970 msi 4gb
i7 4790k
i7 4790

Why the need for such a high frame rate? What display device are you using? Remember, a display device can't display more frames than the refresh rate. In other words, if the refresh rate is 60hz, then you won't see anything higher than 60 frames per second.

Anyway, to answer your question, an i5 and GTX 970 is the best price/performance combo, but even then, I wouldn't expect 300 frames per second. The odd spike perhaps, but certainly not an average.

Because it's Counter-Strike. I'm using 144hz monitor. 144 stable fps is enough, but 250-300 is better. I'm looking for i7, because I need better CPU for some tasks. Yes, I'm not sure about these GPU's (960 & 970), because 970 really looks like overkill and waste of money. (I don't play games on PC)

While I can say that the i5/GTX 970 has the price/perf. ratio, the thing is that an i5-4690K (or it's Skylake equivalent, the i5-6600K) are very similar in performance to their i7 brothers, with the exeptions such as a lower stock clock speed, slightly less L3 cache, etc. If you want higher performance in this combo, your best bet is to go with the 980Ti (I suggest skipping over the 980), although even with the 970 it's awful overkill, considering I get 60 FPS with an R7 250X.
