Hi Eddiie and welcome to the community.
I assume you don't need your data if you've already tried to format the HDD? First I'd recommend that you try the standard steps: try the drive with a different USB cable (preferably shorter than 12") and with a different computer/device, to see if the same thing happens. If that doesn't help, I'd suggest that you download the HDD manufacturer's diagnostics tool (or a 3rd party diagnostics tool if the manufacturer doesn't offer one) and test the drive with it, to see if any errors or bad sectors pop-up.
