CPU Fan Speed + Temp - Fan speed very high all the time

Hi.

I bought my gaming PC about a year ago, and very happy with it until recently.

What annoys me is that my CPU Fan is very noisy most of the time, even though I'm just watching a video on youtube or HBO or something...
I've never experienced this earlier - it used to stay very silent and at low Fan Speed RPM.

I have the following CPU Fan Cooler: "KÜHLER H2O 650" - there's a little circular LED indicating something about the Fan Cooler (either it's how fast it spins, or how hot the CPU gets?? (not sure about what it indicates)), but:

Blue Colour indicates Low RPM/Low CPU Temp
Light Purple is little higher RPM/Temp
then Purple
Then light red
"Danger" red indicating the highest RPM/Temp.

So there are 5 states/indicator levels - let's say
Blue = 1,
Light Purple = 2
Purple = 3
Light Red = 4
Danger Red = 5

So the higher the number is, the louder the fan is... You get the idea :)

I'm playing alot of CS:GO, and it has never gone to stage "5" before, but the last 2 months it's red all the time while playing CSGO, no settings changed whatsoever.

And when writing this right now it's on stage "3" which makes no sense to me at all - CPU usage is 2-5% right now.

And before it always was on stage 1-3 ("3" when gaming, 2 & 1 when just surfing the internet), but now itøs always stage 3-5 which makes it very loud all time!

Any help to get here?

Your cooler probably is defective since the CPU throttles while not that busy; therefore it will definitely throttle a lot when running Prime95 26.6. Don't even try 28.5 as it will have to shutdown to protect itself. Unless it isn't installed correctly, replacing the cooler is the only solution. If the pump works, then the radiator should get quite hot.

But cleaning the dust didn't seem to work.

Are these normal?
 
To start with, I noticed the CPU fan isn't spinning that fast at idle (881 RPM), but it certainly is noisier at 2509 RPM. 60°C is nothing to worry about, but you could use Intel XTU to monitor the CPU temperature; a graph that spans 5 minutes or more is better.

Hmmm.
When I monitor the Fan RPM now, it's around 1700 RPM, but it's as noisy as before...
Think there's something wrong in the first monitor i did.
Now it's constantly between 1500-1800RPM at idle which is noisy comared to how it's been some months ago.

Okay.
So I just tried running a stress test with Intel XTU, and it went to degrees up to 96°C (a 1 minute test):

However on SpeedFan it only reached 65°C
Anything to say about this?

I'm pretty much a noob here.
What does this mean?: "Your CPU will throttle running Prime95 26.6 Small FFTs and it may shutdown running version 28.5 or newer".

And how do I know if the pump works properly?

So does that explain why my CPU Fan i spinning so fast?
When my CPU is getting hot, my CPU Fan reacts by spinning faster? And because my cooler is probably defect th fan has to do all the work?
Is that how it works?

I'll RMA my cooler, but can't reinstall stock cooler, because it didn't come with my PC ;-) (Haven't built it myself).

I bought my PC, so that the company I bought it from built it how I wished, so they should most likely replace the cooler for free, right?
I mean, it's not my fault that it's broken and it's only 1 year old.
