For that money, you can easily get an i5-4460 ( $170 ), basic LGA1150 mboard ( $85 ), and a GTX 970( $300 - $330 ). Newegg has an EVGA 970 on sale for $300 right now. (http://www.newegg.com/Product/Product.aspx?Item=N82E16814487086)
If you're talking about spending $500 - $600 on the whole system, rather than just the CPU, mboard, and GPU, then it's very different.

It will. The processor easily overclocks to 4.2-4.4Ghz and at 1080p, the 390 will have no troubles.
