2 dead motherboards, or am I missing something?

Hi guys, I apologise in advance if this is a lengthy post, I shall endeavor to explain everything as best I can. I'm just about to give up on this so any help is much appreciated :)

Sooo, here we go...

A few weeks back I managed to (stupidly and entirely through my own fault) spill coolant on my motherboard, and without realising I'd done it, went to power up the system and nothing happened. I then took everything apart, allowed it to dry and tried testing the mobo. Nothing happened again. So I decided I'd get a new mobo, but due to lack of funds it would be a while before I could. I was sick of walking past my dead PC without being able to do anything about it so I thought I'd give it another try, to my surprise it powered on, so I rebuilt the PC. You guessed it, nothing happened. After testing it seems the board would power on (well it would run case fans) if there was no CPU installed. Upon further inspection I noticed there was still some congealed coolant on the board, so I cleaned it with alcohol till it was like new, allowed it to dry in front of a heater for about 2 hours and it now seems to be completely dead, wont even jump start the PSU.

Onto the next board...

After telling my friend about what had happened, he told me he'd won an MSI Z87-GD65 at a lan a while back, and that he'd never even taken it out of the box, and I could have it. Hurray I thought.

It was all still in its packaging etc. as he said, still factory new, all pins in the socket are aligned correctly, but I thought I'd test it just to be safe. It powers on, PSU and case fans spin up, all lights come on etc. etc. I've tried all combinations of DIMM slots, 2 different CPU's, GPU seated then not seated using on board graphics, basically all the things you can try I have (went through the whole sticky) but it just will not post. It comes up with a debug code of 00 (NOT D0, as some people think they look the same, but it's definitely 00), which according to hours of googling, and referencing the manual, means nothing. I plugged in a speaker (which works) and get no beeps whatsoever. I've tried switching BIOS from A to B on the board too, the only thing I haven't tried is updating the BIOS.

Don't know what else to say really, hope somebody has some insight into this. If not then I'll have to just buy a new board when i can afford it.

CPU: i7 4790K
MOBO('s): ASRock Z97E-ITX/ac (original) MSI Z87-GD65 (new)
RAM: 16GB Corsair Vengeance Pro 1866mhz
GPU: AMD R9 295x2
PSU: Silverstone Strider 1kw
 
Solution
Check the motherboard manual for the update procedure. On some motherboards, you need to install a supported CPU to do the update while other motherboards have a microcontroller connected to one of the USB ports that can read USB keys to apply BIOS updates even with no CPU present.

OK, thanks guys, I'll look into doing that now and report back :)

Edit: OK, so I have the BIOS file on my external, I'm just unsure as to how to update it if the board won't boot? I've tried googling it, but I dont really know what to search haha

OK, so it appears that I can't flash it without a compatible CPU, so that's a no go. Also on the list of supported CPU's it only goes up to i7 4771, no 4790 on there, so I will just buy a new board, its not worth all the hassle.
