Choosing Between Two GPU

I'm choosing between Palit's OC GTX 960 or the non-super jetstream one.

Descriptions
Jetstream
Has a faster clock speed (Base -1203MHz| Boost - 1266MHz)
Custom cooler
OC
Slower clock speed (Base - 1165MHz| Boost - 1228MHz)
Blower-style cooler

Price
The OC one is cheaper by around $20 in my country than the jetstream.

Questions
Is the OC one more worth it or should I spend that 20$ for the jetstream? These are the cards I'm looking at right now since they are the cheapest. I may be able to afford either one but I might spend that 20$ on other components or games.

Will the blower-style cooler be enough to overclock it to around 1300Mhz -1400 Mhz range or just enough to match the jetstream? I might not do it though, just asking.

The games I will play will basically be anything I can get my hands on but I'm eyeing Witcher 3, crysis 3, GTA V, and Fallout 4(when it comes out). What do you think will be the FPS with these games on each GPU?

P.S. I will be using an H81M mobo, can I overclock the GPU with that mobo?

So, the blower-style cooler won't be much of a problem?
Also, based on your experience, how high could I possibly go with the card's speed without making the temp too high? just an estimate. Thanks!

Okay then. I'll buy the OC one. As far as OC goes, I might just experiment with it. Increasing a small bit so long as the temp's right. Thanks!

Okay! I'll try and go higher in small increments to get the best bang for buck. I'm new to these kinds of things.
Hopefully, i'll be able to max out any game since i'll be using a 900p monitor.
