Power Supply problems & replacement suggestion

Hello community!

I have a computer which I think the PSU is acting a bit recently, sometimes it fails booting up, or the screen suddenly blinking white and black without showing the BIOS. The harddisk frequently overheats too recently.

Does these symptoms shows my PSU problems?

Here's my spec:
i7 3770
8GB RAM DDR3
nvidia GTX 650ti
1 1TB hdd seagate baracuda

i use a built in PSU from my casing, powerlogic gtx2500, which written it has 500W power, but only has 250W true power.

i also has searched for the replacement, VS550 is cheaper, but do i need CX500? because it's more expensive

i am open for any suggestion though! my max budget is about US$70 and i live in south-east asia area.

Definitely a power supply problem, powerlogic isn't even ON the power supply tier list http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html and 250W simply isn't enough for any capable computer. Neither VS or CX are any good at all, stay well away. Focus less on wattage and more on quality, try to stay within the first 3 tiers on that list, and if you can't afford to yet then stop using the computer before you blow it up, and as much as I know it sucks to wait, start saving. You won't regret it if you get a good PSU, but you will very much regret it if your computer blows up taking your lovely components with it all because you cheaped out.
