I want to spend around 600 Canadian on a graphics card. I just want 1080p maxed out graphics for the next few years

I'm building a new computer so I'll get all the right components and a skylake i7

I'd like it to be fairly quiet.

i dont believe in resolutions beyond 1080P for gaming.

I'm going to do some graphics work in designing video games.

should I go for nvidia or amd?

should I spend more or less on a graphics card for my goals?

An NVidia GTX 970 will be good for 1080 in any game, although with design work, you may want to go up a bit to a Radeon R9 390 to have some headroom. Over that it's a bit of a diminishing returns thing where you pay a lot for not a huge boost in speed.
