GTX 980 Fps issues with BF4

On high setting I'm looking at around 70 fps and it;s very up and down. I upgraded from a 760 and I felt like I was getting better performance from that compared to my new 980 which I know is a serious issue. I have general computer knowledge but not enough to trouble shoot this issue. Also I've ran a valley benchmark on high settings and am averaging 120FPS. BF4 Test Range on high I'm looking at 160-180 FPS.

8Gb Mem
MB: Asus H81M-D Plus
GPU: EVGA Nvidia Gtx 980

If you haven't already, one of the best settings for bf4 and nvidia cards is to go into nvidia control panel, manage 3d settings, and under bf4, maximum pre-rendered frames, set this to 1. It will smooth out your frame rates.

It's so much the spiking of frames, but rather the lack of FPS. I'm thinking it may be an overheating issue with the CPU. Going to re apply thermal paste and see of that helps. My hardware is solid and bottlenecking is not a concern.
