As I wrote earlier: tap the drive sideways to get the bearing unstuck. Unless your HDD has been sitting for years like mine had though, I doubt this could possibly be your problem... unless something got jammed for some other reason than sitting for a long time.

The first time I booted the PC that HDD was in and heard the "beep", I thought the motherboard must have been dying to produce such a weird PC speaker beep with shifting pitch. Then I opened the case and found that the PC speaker was unplugged so whatever the beep came from had to be something else. After hearing the beep come from the HDD and not hearing any spindle noise afterward, I guessed that the bearings must...

If you've tried that drive with multiple systems, and it doesn't work....then it is the drive.
It's dead, Jim.

The only time I have heard one of my HDDs make a "beeping" noise was because the spindle bearings had seized from not spinning up in years and I managed to get it unstuck by lightly tapping the drive sideways a few times.

I also have an SATA HDD that refuses to show up when connected directly to the motherboard but works perfectly fine in an external USB box. Occasional compatibility quirks happen.

After hearing the beep come from the HDD and not hearing any spindle noise afterward, I guessed that the bearings must have seized, started tapping the side of the drive with a plastic screwdriver handle during power-up and eventually got rewarded with the sound of the HDD slowly revving up over a minute or so as the bearings loosened up. Once it sounded like it had reached a steady RPM, I cycled the PC off and on, the HDD revved up much quicker (10-15s) and the PC loaded Win98SE normally.
