Best Cheap(or not cheap) 1080p 60fps capture device for PC?

My system build is as followed...
Amd fx 8320 3.5 ghz
western digital caviar black 1tb hdd
western digital 80gb hdd (used for saving gameplay footage pulled from old desktop)
8 gb of kingston hyper x fury
XFX radeon r9 280x double d

I use fraps for recording gameplay but as we know it is cpu heavy and in turn leads to framedrops even with an extra hdd. So I wanted to know some suggestions for a cheap capture device 1080p 60fps so I can record PC gameplay. If there arent any cheap ones please still leave suggestions and maybe some videos I can watch to learn how I can setup and use it.
 
Ya fraps has been obsolete for more than 5 years but being so popular people still can't get away from it. There are much better recorders with minimal performance difference because better codecs and gpu acceleration. Many people go with amd game dvr for amd or nvidia shadowplay for nvidia since they optimize them specifically for their gpus. I've used msi afterburner for years.
