Micro stuttering in all games

So one day I was playing Counter Strike Global Offensive and I booted up into a warm up map and I was micro-stuttering during every 2.5 seconds. It was so bad almost to the point unplayable I decided to play some bf4....... Please someone help me this is the worst my computers ever been

Specs:
R9 290 (Crossfire)
I7 4790k
16gb 1866mhz ram

You activated a power scheme (probably in Windows) that is conserving energy, at the expense of running your hardware at full speed when you need it to be fast. Open the Control Panel. Then open Power Settings, and make sure you are on High Performance. Any other power scheme will cause what you are describing.

now its gotten a little bit better, but its still bad. any other suggestions?
