It has higher VRAM(2GB), higher clock speed(1.22 ghz), and all the other same other specifications. Plus, it is cheaper.

Those two cards are going to perform exactly the same. They are the same GTX 750 GPU with 1GB of memory and the exact same core clock speed, 1033 MHz. The first one with the bigger fan might be slightly, insignificantly faster and quieter due to better cooling, but overall not much difference.
