High and unstable CPU usage, Low FPS in-games and very lagging computer

Hello.
Since few days ago already, i'm encountering very low FPS in-games. (BF4 as example) before everything went smooth. and without problems. and now everything is slow. much FPS drops.
i checked with MSI afterburner how is my CPU while playing. Cpu temp is not getting over 60c (on pressure) but the usage is always 99-100%
and when i'm on the desktop my CPU usage (using task manager) is spiking from 0 to 100% usage.
scanned my computer with malwarebytes on safemode and found nothing.,
i dont know what else i can do. hope anyone can help me. with checking errors and your methods..

and since a month ago maybe i'm encountering BSOD's while startup (after restart i can boot my windows) last BSOD was about "A thread tried to release a resource it did not own"

(i thought in "bleepingcomputer" anyone would help. but over 24hours and got no replies )

i have windows 7 home premium 64bit (genuine)
Dual core E5400 @2.7GHZ
4GB of ram
GPU Geforce GT630
motherboard - Asus P5KPL-AM (LGA775)

a few issues that will be causing this and a few things to try. your computer might bottleneck do to the cpu on cpu based games however that might not be the issue. first look in your task manager for a process that uses most of your cpu. 4 gigs of ram is really not enough to efficiently game on. in addition your gpu will not be able top handle hardware intensive games. please tell me if this process exists and i can direct you from there.

Please will anyone help me? for the third day already i'm trying to play Battlefield 4, and i just cant its more like a 0FPS game than a game with FPS drops.
same feeling like when you have 60FPS stable and sometimes FPS drops. for me its only FPS Drops (0-1) and just sometimes its actually running.
If some expert could actually tell me its my CPU and its just broken. it would help me to know how to fix the problem.
