Hello people, let me get it straight.
I did read a lot of topics , with the same problem , tried most of them but no result.
My computer shortcut-properties says 4GB usable out of 8GB.
So does the task manager says.

All I can think , there are couple of things might cause the problem, help me out.
1) CPU does not support these memories
2) Some dimm might be faulty(tried to change some dimm slots but computer will not boot)
3) my mobo has 4 dimms , 3 dimms can be used , the one left is covered by my CPU Cooler(yea , its big..). Is there any problem on where you add the ram sticks? They are dual channel (Speecy says Single channel)

Any ideas?
P.S: Both rams are readable.

As per the manual for your board (here)
You need to populate slots A1 & B1 for dual channel. (The second slot from the right A1 & the last slot on the right B1) to operate dual channel.

I assume, from looking at the board pics, that slot A2 (leftmost slot) is the one blocked by your CPU cooler, which shouldn't present any issues (although it'll stop you using 4x4GB for the max 16GB).

I really dislike the QVL contained in manuals, as they rarely make logical sense.
For example: The board supports various Corsair kits at 1333Mhz or 1600Mhz but they list 3072MB (kit of 3, so 3x1GB), 4096MB (kit of 2, so 2x2GB) and 6144MB (kit of 3, so 3x2GB)

Infact, I don't see a single brand or RAM in the QVL in the manual that allows greater than 6GB......yet the board supports 16GB as per it's high-level overview - it would need to support some kind of RAM at 8GB

If properly placed for dual channel, it's possible your CPU cooler is too tight in a corner or side, throwing the CPU out of level and not getting full contact with the pins. This often causes the MC to be able to 'see' the DRAM but not use it. Try loosening the cooler then snugging down to screw tight ;)

@Barty1884 Useful info , Imma gonna check it tomorrow , tho I tried a lot of replaces on my ram sticks & dimms :/ Maybe any 3 of 4 dimms I can use is faulty? Idk :/ And yea , you are right , as you look the mobo , most left dimm is blocked by the cooler. the rest 3 to the right side are free

@Tradesman1 The mobo/cpu/cooler was placed by a hardware tech so I doubt its the cooler. Before I get these 2 ram sticks I had 2x2GB of ddr3 1333mhz I think? they both worked good. Also , bth rams are readable but you know the problem...

Alright , sorry for being late , I just checked lot of things and here's my report.

Ram Sticks work fine by themselves , OS recognises 4GB.

My motherboard has 4 dimms. #1 black #1 blue #2 black #2 blue
#1 black is blocked by the CPU Cooler as I said before
Sticks are only working on #1 blue and #2 blue. If I put my ram sticks on #1 blue #2 black , computer will gain power but will not boot.
So since sticks are working on #1 blue #2 blue dimms , I tried some things on bios/os. Here we go

Enable DOCP from Bios , still 4GB usable. Enable DOCP from Bios and Max Memory from mscofnig in os , still 4gb Usable
Enable XMP from bios , still 4gb usable. Enable XMP from bios and Max memory from mcsonfig in os , still 4gb usable.
But on both lines aboth , 8GB are recognized.

Tho , Speecy & CPU-Z show: 8GB , Single channel.

Any ideas? :) what else should I try?

At this point, my only suggestion would be to take off the CPU cooler and use the stock one (assuming you still have it) for testing purposes. That'll allow you to get to your leftmost slot & see what/how it's recognized with that populated.

As per your manual, A1 & B1 (which you can access) should be populated for dual channel, but there's clearly something strange going on here.

Perhaps the CPU cooler is too tight, and that's impacting the DIMM slots (I've heard of this, but never experienced it personally).

Thanks for the answers.
First of all , yea , wouldnt surpise me either Tradesman , the thing is that I bought the computer as a total build years ago and since then , with my knowledge , I upgraded it myself.
Secondly , I could try it out and see what happens with the cooler but sounds strange to me, impacting the dimm because is too tight? If you say so, u surely know more than me. Thing is i have no idea how to dismantle the cpu cooler :D Im gonna check it out and maybe I'll pump the post sooner or later.

PS: I do not own the stock cooler :/
