HSF needed for OEM CPU

So I've ordered all of my pc parts, just waiting for the motherboard to be sent out and the CPU to arrive, but as I was tight for cash at the time I ordered an OEM CPU not realising that it doesn't come with a HSF, I'm not sure what HSF would be good for my build, I don't want to overkill by spending big money for a HSF that will only be giving out 10% of its potential and that be enough for the pc, I don't really want to spend more than £15, I've heArd about the hyper 212 evo but like I said it seems like overkill, any advice is much appreciated, I'm not sure if I need just a fan or the thermal paste or what ever it's called aswell, all help is appreciated, but here's my build. The 212 evo would be a good budget option. It's typically priced at the bottom of the price list for worthwhile aftermarket coolers, it's not overkill. A similar cooler would be the raijintek themis. The cooler should come with thermal paste, the 212 evo does anyway as do most others. It may be possible to find a super cheap cooler that doesn't to cut costs or uses really poor offbrand compound but then you're not really saving anything if you have to hunt down thermal paste as well. Maybe check product descriptions and see if it mentions whether or not thermal compound is included. Hopefully it will say.
