never try starting without ram, you need ram

remove all psu conectors on the 24 pin short grey to green & the psu will switch itself on (for testing purpose) just to make sure it works then remove the short & the psu will power down again.

are you sure you put the power switch back on the correct pins ?

you have to return the new motherboard if you think its faulty ? are you sure the cpu & ram are correct for the m/b

what are your component spec ram/cpu/ect

Hm...reseated everythig again, now it starts up with 4 pin connector.
But still no beeps even without ram.
Sometimes it just turns off after couple of seconds....

Phenom iix2 555 i think...
2x4 gb ddr2 ram.noname...
seagate 120gb sata
noname 500w psu for now....doesnt even have 6pin connector for my hd 7850 gpu..
maybe psu is to blame after all?

Powering up with no RAM is a standard troubleshooting technique. If the board is fully functional it will beep a specific code with no RAM which tells you that the motherboard is working normally otherwise.

Cpu was working with my old mobo.
i changed psu and motherboard so that narrows it down to them i guess....

Do you have the onboard speaker? if you don't have you will not get the beep. By the way, Phenom iix2 555 should work with the MB, Asrock 960gc-gs fx.

You need the 6-pin pcie cable for the hd7850, but you may try use the onboard AMD Radeon 3000 graphics to see the PC will boot or not. Like Bench it - Troubleshooting http://www.tomshardware.com/faq/id-1753671/bench-troubleshooting.html start with one stick ram + cpu + cpu cooler+ onboard igpu.
