My friend has created this: http://pcpartpicker.com/p/NCFBBm
This is about the most money I can spend on a gaming computer. I am a first time builder looking for some friendly help. I plan to play games such as Skyrim, GTA V, CS:GO, and Terraria. I do NOT need to play on ultra high settings. I want to be able to have an average of 60 fps on medium settings when I play games. I would also like this PC to have the capability to stream Minecraft, CS:GO, etc. On low settings smoothly. I will be very happy for any replies and constructive criticism.

Solution
Yes, I own the card so it should be good. Recording may be alright but will depend on the game. Remember, $450 is a tight budget, so don't expect anything over the top for recording quality and game performance, but yes on 1080p this should give you 60FPS on low-med settings.
Everything is better and cheaper:

Thanks! You think this will hit 60 FPS on games and be able to record/broadcast on low settings?

Last thing. If I ordered all the parts on Sunday from these companies, when can I expect to get all the parts? I live in California and I DESPISE waiting long periods of time.

I don't know, but I would assume that with free shipping it would take a week. If you want them quicker, you'll end up paying like $20 more for shipping.
